yes!! it sure can. I know because I've put one in before in another mac pro-and it's....tricky...

If you hold down the option key, Dave, and click on the wifi icon at the top of your screen, just past the bluetooth icon

and before the eject icon, it'll tell you what your signal strength is, what frequency, what kind, and a bunch of stuff that might be useful. also, on some mac pro's, the bluetooth wire is connected wrong, changing it to wire 2 might help out...

there are various things you can try, Dave---replacing the airport card is helpful, but it's tricky,. the screws are small, so a magnetized screwdriver is helpful, and the antenna connections are teeny-tiny, but it can be done.... you can buy an 802.11ac wifi card that'll work in your mac pro. you may be able to use a more generic card with the appropriate adapter, but this is mere rumor. -you may also be able to fit an antenna extention to the card and out the back of your Mac pro which might help things... i don't know what your router is capable of, though. You can also use a couple of AirPorts to extend the wifi network instead of just depending on one for wifi. You can also get a plug in wifi range booster which may be useful.....
